Lakewood Ranch is Florida's largest masterplan community, spanning parts of both Manatee and Sarasota County. Every property in LWR falls under two separate regulatory systems that must both be satisfied before irrigation or drainage work can begin: Southwest Florida Water Management District (SWFWMD) requirements and the community's own Architectural Review Committee (ARC) process.
SWFWMD governs the water — how much, how often, at what hours, and what sensors are required by law. The CDD's ARC governs what's installed, how it looks, where it's located, and what documentation proves compliance. Satisfying one without the other is not enough.
This guide covers both layers for each of the four primary Manatee County LWR communities: Esplanade, Polo Run, Lorraine Lakes, and Waterside Place.
State water authority. Controls irrigation frequency, hours, rain sensor mandate, and establishment exemptions. Non-negotiable for any property in Manatee County.
Community Development District. Controls what gets installed, documentation requirements, licensed contractor verification, and material/design standards.
Work on drainage, retention areas, or large irrigation systems requires coordination with both SWFWMD and the CDD — sometimes simultaneously, with separate applications.
These rules apply to every LWR community in Manatee County regardless of HOA or CDD requirements.

ARC Notes
Resort-style standards with strict material and plant palette requirements. HOA requires pre-installation site visit for all irrigation modifications.
SWFWMD Notes
Manatee County schedule applies. Smart ET controllers strongly preferred by ARC.
Drainage Note
Retention pond setbacks required for any work within 25 feet of water features.

Contractor site visit, zone map drafting, controller selection, and compilation of all required documentation. SWFWMD schedule confirmation obtained.
Complete documentation package submitted to the community ARC or CDD management office. Some communities have online portals; others require paper submission.
Most LWR communities target a 30-day review cycle. Complex drainage projects or those near retention areas may require an additional engineering review.
Written ARC approval received. Work can begin. Post-installation documentation (photos, controller program confirmation) submitted to close out the ARC file.
Never start work before ARC approval. Work performed without written ARC approval in Lakewood Ranch CDD communities can result in mandatory removal at the homeowner's expense, plus fines from the CDD. SWFWMD compliance does not substitute for ARC approval — both are required independently.
Lakewood Ranch's masterplan includes an engineered stormwater management system — retention ponds, swales, and drainage corridors that manage water from every lot through the community. Homeowners have specific obligations to maintain their portion of this system.
Homeowners must maintain swales adjacent to their property in their designed shape and grade. Filling, grading over, or planting in swales without CDD approval is prohibited.
Roof drainage must be directed onto your own property or into approved drainage channels — not toward neighboring lots or public streets.
No grading, filling, or construction within the required setback from retention pond edges. Setback distances vary by community; Lorraine Lakes has the most stringent requirements.
Any drainage modification affecting the stormwater system may require an Environmental Resource Permit from SWFWMD, in addition to CDD approval.
